This initial verification step is done by a government-appointed person called Notary Public. This person checks the document’s authenticity and your identity and signature. Once they are assured, they will put their unique stamp and the notarization process will be completed.
Note: Not all documents need notarization, but it’s needed for birth certificates, marriage certificates, death certificates, affidavits, power of attorney etc.

Note: Additional or sole verification by a Sub-Divisional Magistrate (SDM) may be needed depending on your document type and visa requirements.
After notarization and state-level verification by HRD/ CoC/ SDM/SHD, the final verification by the Ministry of External Affairs (MEA) is initiated. Here, the authorities present at MEA will verify your documents and perform deep checks to ensure that your documents are real and not forged in any way. They also verify that the previous verifications are done properly. Once verified, the officials will apostille your documents by placing a MEA seal on them. Now, your documents are ready for use in Croatia and other countries that are part of the Hague Convention.
