Your documents are forwarded to the Ministry of External Affairs. This essential process involves the national seal of approval, which certifies the legitimacy of previous attestations. Once your degree certificates have been stamped by the MEA, they are ready for the last stage.
With the MEA seal in place, present your validated degree certificate to the embassy of the nation you intend to migrate to.  This is the most significant stage for visa applications since the Embassy examines your documents and gives the final attestation, making them valid to use in that nation.
